Remember the levees of New Orleans![]() Less than a month after the flood following Katrina, Hurricane Rita brought floodwaters back into the Lower 9th Ward, which had just been pumped dry. The Industrial Canal levee had supposedly been repaired, but on Friday, Sept. 23, 2005, it ruptured again. Neglected by city, parish, state and Federal governments of decades past. Then came Katrina in all its fury; They knew they wouldn't last!
